G-road Notes :Opinions points out that Shenzhen should be built into a model city ruled by law. We will comprehensively upgrade the level of building the rule of law, standardize government and market boundaries with the rule of law, and create a stable, fair, transparent and predictable first-class international business environment under the rule of law.
Since the great strategic deployment of the Party and the state for the establishment of special economic zones, Shenzhen Special Economic Zone, as an important window for China's reform and opening up, has made remarkable achievements in various undertakings, and has become an international and innovative city full of charm, power, vitality and innovation. At present, socialism with Chinese characteristics has entered a new era. Supporting Shenzhen to hold high the banner of reform and opening-up in the new era and build a pilot demonstration zone of socialism with Chinese characteristics is conducive to promoting reform and opening-up at a higher starting point, a higher level and a higher goal, and to forming a new pattern of deepening reform and expanding opening-up in an all-round way. Implementing the strategy of Guangdong, Hong Kong and Macao in the Great Bay Area will enrich the new practice of the development of "one country, two systems". It will be conducive to taking the lead in exploring the new path of building a strong socialist modernization country in an all-round way and providing strong support for the realization of the Chinese dream of the great rejuvenation of the Chinese nation. In order to fully implement Xi Jinping's thought of socialism with Chinese characteristics in the new era and the spirit of General Secretary Xi Jinping's important speeches and instructions on Shenzhen's work, the following opinions are put forward on supporting Shenzhen to build a pilot demonstration zone of socialism with Chinese characteristics.
I. Overall requirements
(1) Guiding ideology. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, the spirit of the Nineteenth National Congress of the CPC and the Second and Third Plenary Sessions of the Nineteenth Central Committee of the CPC is fully implemented, and the overall layout of the "Five in One" and the strategic layout of the "Four in All" are closely coordinated. The Party's overall leadership is upheld and strengthened, and the new development concept is firmly adhered to. Maintaining supply-side structural reform as the main line, insisting on deepening reform in an all-round way, expanding openness in an all-round way, focusing on the people, fulfilling the requirements of high-quality development, carrying out the strategy of innovation-driven development in depth, seizing the important opportunities for the construction of Guangdong, Hong Kong and Macao Great Bay Area, strengthening the core engine function, and moving towards the construction of a society with Chinese characteristics as the main body We will advance in the direction of the demonstration zone and strive to create a model city of a powerful socialist modernization country.
(2) Strategic positioning
—— High quality development plateau. Deepening the structural reform of the supply side, implementing the strategy of innovation-driven development, building a modern economic system, and building a high-quality development system and mechanism are at the forefront of the country.
—— Demonstration of Rule of Law Cities. We will comprehensively upgrade the level of building the rule of law, standardize government and market boundaries with the rule of law, and create a stable, fair, transparent and predictable first-class international business environment under the rule of law.
—— A model of urban civilization. Practicing the socialist core values, building a high-level public cultural service system and a modern cultural industry system, will become the leader of holding the banner, gathering people's hearts, educating new people, revitalizing culture and developing image in the new era.
—— People's livelihood happiness benchmark. We will build a high-quality and balanced public service system, a fully covered and sustainable social security system, and achieve good education for children, good education for students, good work, good health care for the sick, good care for the elderly, livable accommodation and support for the weak.
—— Pioneer of sustainable development. Firmly establish and implement the concept of "Green Water and Green Mountain" is Jinshan Yinshan, create safe and efficient production space, comfortable and livable living space, green water and blue sky ecological space, and take the lead in the construction of Beautiful Bay Area, so as to provide China's experience for the implementation of the United Nations sustainable development agenda in 2030.
(3) Development goals. By 2025, Shenzhen's economic strength and development quality will be among the top cities in the world, its R&D investment intensity and industrial innovation ability will be world-class, its cultural soft power will be greatly enhanced, its public service level and ecological environment quality will reach the international advanced level, and Shenzhen will become a modern, internationalized and innovative city. By 2035, Shenzhen's high-quality development will become a national model, the city's comprehensive economic competitiveness will be the world's leading, the city of innovation and innovation with global influence will be built, and it will become a city model of building a strong socialist modernization country in China. By the middle of this century, Shenzhen has become a global benchmark city with outstanding competitiveness, innovation and influence.
(4) Accelerate the implementation of innovation-driven development strategy. Supporting Shenzhen to strengthen the innovative advantages of in-depth integration of industry, education and research, building a comprehensive national science center with Shenzhen as the main position, and playing a key role in the construction of international science and technology innovation center in Guangdong, Hong Kong and Macao Dawan District. Support Shenzhen to build 5G, artificial intelligence, cyberspace science and technology, life information and biomedical laboratories and other major innovative carriers, and explore the construction of an international science and Technology Information Center and a new mechanism of the Academy of Medical Sciences. Strengthen basic research and applied basic research, implement key core technology action, and consolidate industrial safety foundation. We will explore the securitization of intellectual property rights and standardize and orderly construction of intellectual property rights and property rights trading centers for scientific and technological achievements. We will support all types of units, institutions and enterprises in Shenzhen that are qualified to set up scientific research institutions abroad, and promote the establishment of scientific and technological cooperation organizations and platforms in leading cities of global innovation. We will support Shenzhen to implement a more open and convenient system for the introduction and entry-exit management of overseas talents, and allow international talents with permanent residence qualifications to establish scientific and technological enterprises and act as legal representatives of scientific research institutions in Shenzhen.
(5) Accelerating the construction of a modern industrial system. We will vigorously develop strategic emerging industries and create manufacturing innovation centers in the areas of high-end communications devices and high-performance medical devices in the future. We will carry out pilot reforms in market access and regulatory mechanisms, establish a more flexible and prudent inclusive regulatory system, actively develop new industries such as intelligent economy and health industry, and create a pilot area for innovative development of digital economy. We will improve the economic capacity of financial service entities, study and improve the system of GEM issuance, listing, refinancing and merger and acquisition, and create conditions to promote the reform of registration system. We will support innovative applications such as digital currency research and mobile payment in Shenzhen. Promote interconnection with Hong Kong and Macao financial markets and mutual recognition of financial (fund) products. We should first try to promote the internationalization of RMB and explore innovative cross-border financial supervision.
(6) Accelerate the formation of a new pattern of deepening reform and opening up in an all-round way. We should adhere to the direction of socialist market economy reform, explore and improve the property rights system, and effectively protect the property rights of various ownership economic organizations and citizens according to law. Supporting Shenzhen to carry out the comprehensive reform experiment of regional state-owned enterprises. We will build free trade pilot zones with high standards and quality and accelerate the construction of a new open economic system that is in line with international standards. We will support Shenzhen's pilot projects to deepen the reform of foreign exchange management. Promote more international organizations and institutions to settle in Shenzhen. We will support Shenzhen in hosting major international sports events and cultural exchanges, building a national team training base and undertaking major home-court diplomacy. Support Shenzhen to speed up the construction of a Global Ocean Center city, establish Ocean Universities and national deep-sea science and technology examination centers according to procedures, and explore the establishment of an international ocean development bank.
(7) Promoting the construction of the Dawan District in Guangdong, Hong Kong and Macao. Further deepening the reform and opening-up of Qianhai-Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, taking institutional innovation as the core, and constantly improving the level of opening up to Hong Kong and Macao. We will accelerate the construction of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, explore collaborative development models, innovate science and technology management mechanisms, and promote efficient and convenient flow of personnel, funds, technology and information. Promote the development of Shenzhen-Guanzhou-Huizhou linkage, promote the integration and interaction between the East and west sides of the Pearl River Estuary, innovate and improve, explore and promote the management system and mechanism of Shenzhen-Shantou Special Cooperation Zone.
Ⅲ. Take the lead in creating a democratic and legal environment that demonstrates fairness and justice
(8) Improve the level of democracy and rule of law in an all-round way. Under the leadership of the Party, we should expand people's orderly political participation, uphold and improve the people's congress system and strengthen the construction of socialist deliberative democracy. We should make full use of the legislative power of the special economic zones and, on the premise of abiding by the basic principles of the Constitution, laws and administrative regulations, allow Shenzhen to make flexible provisions on laws, administrative regulations and local regulations in accordance with its authorization, based on the needs of reform and innovation practice. We should strengthen the construction of a government ruled by law, improve the system of major administrative decision-making procedures and enhance the government's ability to administer according to law. Strengthen the comprehensive popularization of law and create a social fashion of respecting law and abiding by law.
(9) Optimizing government management and services. We should improve the communication mechanism between government and enterprises, speed up the construction of pro-Qing government-business relations, further stimulate and promote excellent entrepreneurship, improve the bankruptcy system of enterprises, and create a business environment ruled by law. Deepening the reform of "release control clothing", comprehensively implementing the system of power list, responsibility list and negative list, promoting the reform and construction of "digital government", and realizing active, accurate, integrated and intelligent government management and service. Reform and improve the fair competition review and fair supervision system, promote "double random, one open" supervision, carry out credit supervision reform, and promote law-abiding and honest operation of various market players.
(10) Promoting the modernization of social governance. Comprehensive application of large data, cloud computing, artificial intelligence and other technologies to improve the level of social governance intelligent specialization. Strengthen the construction of social credit system and take the lead in building a unified social credit platform. We will speed up the construction of smart cities and support Shenzhen to build a large data center in the Dawan District of Guangdong, Hong Kong and Macao. Explore and improve the mechanism of data property rights and privacy protection, and strengthen the network information security guarantee. Strengthen grassroots governance, reform and innovate the mode of group organization and social forces participating in social governance.
(11) Promoting the construction of urban spiritual civilization in an all-round way. We should further promote the open, pluralistic and inclusive urban culture and the spirit of daring to try, being the first and working hard in the special area, vigorously promote the humanistic spirit of the Great Bay Area of Guangdong, Hong Kong and Macao, integrate the socialist core values into all aspects of social development, speed up the construction of a regional cultural center City and highlight the current situation of the soft power of the national culture. The city of civilization. Promote the innovation and development of public cultural services, and take the lead in building an inclusive, high-quality and sustainable urban public cultural service system. We will support Shenzhen in planning and building a number of major public cultural facilities, encourage state-level museums to set up branches in Shenzhen, and study Shenzhen as a pilot city for the construction of urban community sports venues and facilities. Shenzhen, Hong Kong and Macao are encouraged to organize joint cultural and artistic activities in various forms, carry out cross-border protection of major cultural heritage, conserve the cultural heritage of the same clan, and constantly enhance the identity and cohesion of Hong Kong and Macao compatriots.
(12) Develop more competitive cultural industries and tourism. We will support Shenzhen to vigorously develop digital and creative industries and strengthen cooperation between Guangdong, Hong Kong and Macao in digital and creative industries. Supporting Shenzhen to build an innovative and creative design institute, introducing high-end creative design resources in the world, setting up a global creative design award, and creating a number of international Chinese cultural brands. Make good use of the exhibition resources and industry advantages of Hong Kong and Macao to organize large-scale cultural exhibitions. We will promote the integration of culture and tourism and enrich cultural exchanges between China and foreign countries. We will promote the construction of international cruise ports in an orderly manner, further increase the number of international liner routes, and explore ways to simplify the procedures for entry and exit of cruise ships, yachts and passengers.
(13) Promoting the development level of educational and medical undertakings. We will support Shenzhen in conducting pilot tests in the reform of its educational system, running pre-school education with high standards, expanding the scale of primary and secondary education, and popularizing high-school education with high quality. Fully implement the autonomy of universities and colleges, and speed up the establishment of first-class universities and first-class disciplines. Establish and improve the system and mechanism adapting to the "dual" vocational education, and build a modern vocational education system. We will accelerate the construction of an international first-class integrated high-quality medical service system and an innovative health insurance system oriented towards health promotion. We will expand the supply of high-quality medical and health resources, encourage social forces to develop high-level medical institutions, and facilitate the development of Hong Kong-funded and Macao-funded medical institutions. To explore the establishment of an international standard system for medical personnel training and hospital accreditation, relax the restrictions on doctors from abroad to the mainland, and first try the International Frontier Medical technology.
(14) Improve the social security system. Implement a scientific, rational, active and effective population policy, and gradually achieve the equalization of basic public services for the permanent population. We will improve the multi-level old-age insurance system and build a high-level old-age and household service system. Promote the unified social insurance public service platform to take the lead in landing, and form a "one-card" service management model with social insurance card as the carrier. We will promote "citizen treatment" for the livelihood of Hong Kong and Macao residents who work and live in Shenzhen. Establish and improve a long-term mechanism for stable and healthy development of the real estate market, and accelerate the improvement of the system of affordable housing and talent housing.
Ⅵ. Take the lead in building a beautiful Chinese model of harmonious coexistence between man and nature
(15) Improving the system of ecological civilization. Implementing "the responsibility of the Party and government, one post and two responsibilities" for ecological environment protection, implementing the strictest ecological environment protection system, strengthening ecological environment supervision and law enforcement, and "zero tolerance" for illegal acts. Establish an assessment system of ecological civilization oriented by green development, and explore the implementation of ecosystem services value accounting system. We will improve environmental credit evaluation, mandatory disclosure of information and other policies for environmental protection, and improve the environmental public interest litigation system. Deepen the reform of natural resources management system and innovate the protection and utilization mode of cultivated land and permanent basic farmland in highly urbanized areas.
(16) Constructing a new pattern of urban green development. Adhere to ecological priority, strengthen land and sea co-ordination, strictly abide by the ecological red line, and protect the natural coastline. Implementing major ecological system protection and restoration projects, strengthening joint prevention and treatment of regional ecological environment, and promoting pilot control of total amount of pollutants discharged from key sea areas. We will enhance urban disaster prevention capabilities and strengthen emergency management cooperation in the Dawan District of Guangdong, Hong Kong and Macao. We will accelerate the establishment of an economic system with green and low-carbon cycle, build a market-oriented green technology innovation system, vigorously develop green industries, promote green consumption and develop green finance. We will continue to implement the dual-control action of total energy consumption and intensity, and take the lead in building a water-saving city.
VII. Safeguards
(17) Strengthen Party leadership and Party building in an all-round way. Implementing the general requirements of Party building in the new era, we should stick to putting the Party's political construction in the first place, strengthen the "four consciousness", strengthen the "four self-confidence" and achieve "two safeguards". We will implement the Party's organizational line in the new era and encourage cadres in the special economic zones to take on new responsibilities in the new era. We will unswervingly promote the comprehensive development of the Party from strict governance to in-depth development, and persevere in upholding integrity, discipline and anti-corruption.
(18) Strengthen the policy guarantee of rule of law. All the reform policies and measures proposed in this Opinion, involving the adjustment of existing laws, shall be put forward by the relevant parties to the NPC or its Standing Committee in accordance with the legal procedures and implemented after authorization or decision; those involving the adjustment of existing administrative regulations shall be implemented by the relevant parties after authorization or decision by the State Council in accordance with the legal procedures. 。 Under the top-level design and strategic deployment of the central reform, Shenzhen will be supported to carry out the pilot comprehensive authorization reform, apply for authorization in batches on a list basis, and deepen the reform in key areas such as market-oriented allocation of factors, optimization of business environment and overall utilization of urban space.
(19) Improving the implementation mechanism. Under the leadership of the Dawan District Construction Leading Group of Guangdong, Hong Kong and Macao, the relevant departments of the central and state organs should strengthen guidance and coordination, promptly study and solve the major problems encountered in the promotion of the construction of the pilot demonstration zone of socialism with Chinese characteristics in Shenzhen, and report major matters to the Party Central Committee and the State Council in accordance with procedures. Guangdong Province should actively create conditions and make every effort to provide guidance and support. Shenzhen should carry out its main responsibility, continue to emancipate the mind, do solid work, reform and opening up, and be in the forefront in the new era.
